The Government of NSW adopts an informed purchasing approach to the procurement of its legal services. The informed purchaser obtains value for money from the government’s external legal spend by selecting and managing good value, high quality legal services that support the agency’s strategic objectives.

This module provides a brief introduction to Informed Purchasing, outlining the basic attributes of the Informed Purchaser, and providing an introduction to the leading practice procurement model.

This module teaches the Informed Purchaser how to determine the legal needs of the government agency, and how to distinguish between work that should be undertaken in-house, and what should be outsourced to external firms.
By the end of this Module, the Informed Purchaser will be able to explain the importance of determining legal work requirements, understand the steps for identifying these needs, and be able to self-reflect on how those steps can be used in practice.

This module outlines the NSW Government six-step Procurement Process. After completing this module, the Informed Purchaser will be able to follow these six-steps from Needs Analysis, through to Service Provider Selection, and finally to evaluation of the procurement.
The module gives a practical knowledge of achieving value for money, and provides an overview of the fee structures available, as well as a Case Study to illustrate this process.

After completing this module, the Informed Purchaser will understand the Scoping Process and its relationship with cost management. The Informed Purchaser will have the ability to develop a project strategy, and to manage projects to achieve time quality and budget goals.

After completing this module, the Informed Purchaser will understand why Legal Panels are leading practice in Informed Purchasing. The Informed Purchaser will understand the reasons for establishing a panel for legal services, and have the knowledge to begin the establishment process.
This module outlines the necessary steps, and the importance of identifying the requirements of the task before tendering begins. The module also outlines a number of innovative fee structures, and provides an introduction to Key Performance Indicators.

This module provides the knowledge necessary to effectively manage Panel Performance to achieve leading practice goals, and NSW Government purchasing requirements.
On completion of this module the Informed Purchaser will have the knowledge necessary to effectively manage a panel structure to achieve cost and performance goals. The module provides the information necessary to measure performance and monitor expenditure, as well as demonstrating the importance of competitive tension amongst panel firms.
Most importantly, this module teaches the importance of measuring, monitoring, and refining the procurement arrangement for the Informed Purchaser.

After completing this module, the Informed Purchaser will be able to apply Informed Purchasing techniques in managing high volume legal matters. This process will allow the Informed Purchaser to achieve savings and efficiency goals for their agency.

This module introduces the Informed Purchaser to the principles of managing large commercial projects. The Informed Purchaser will have knowledge of the special considerations that must be taken into account in the procurement process, as well as step-by-step knowledge of this process for large commercial projects.

On completion of this module, the Informed Purchaser will have the knowledge to project manage large-scale litigation. The module details the particular considerations for each step of the process, and gives the Informed Purchaser the tools to achieve cost and efficiency savings for their agency.
